The position NFT is escrowed by Raydium's own lock program, the same contract Raydium's Burn and Earn uses. The liquidity can never be withdrawn, while a fee NFT keeps trading fees claimable so the reward engine keeps paying creators and holders.

Why DexScreener still says "unlocked" on a Raydium CLMM pair. Those trackers compute lock status from LP tokens. A concentrated-liquidity pool has no LP token at all - the whole position lives in a single position NFT - so their check finds nothing and defaults to "100% unlocked". The lock is real: the position NFT is held by Raydium's lock program authority, shown per launch below, and you can confirm the owner yourself on Solscan in a few seconds.
